Jess Barrow
Jess joined HPA in May 2021 to enhance the business’s ability to closely support our clients through the Planning and Listed Building Consent processes. She is also a Director of our sister business Woohoo, specialising in heritage and sustainability, which provides specialist advice for other consultants and local authorities.
After studying Rural Enterprise and Land Management, Jess began her career as a geomatic land surveyor, gaining invaluable experience completing high accuracy surveys of historic buildings across the United Kingdom. To expand her knowledge and understanding of the historic environment, Jess returned to full time education to complete a Masters in Historic Building Conservation at the University of Bath.
Since completing her Masters Jess has worked in the private sector as a Project Manager and in the Public Sector as a Conservation Officer at Aberdeenshire Council, Lancaster City Council and most recently Rochdale Borough Council. This work has given Jess extensive experience supporting projects that seek to regenerate heritage assets and is proud of her contribution to the work at Rochdale Town Hall.
Jess brings a considerable knowledge of Planning and Conservation Policy, as well as her first-hand experience in Local Authority Planning Processes to HPA and is a committee member of the IHBC trying to advance her profession in the Northwest. She is also part of the Lancaster BID committee, committed to improving Lancaster’s public realm.
Outside of work Jess is usually exploring the great outdoors with her four-legged running partner, Quinn.
