Delivering a Multi-Site Roofing Refurbishment Programme for Lancaster City Council
HPA is proud to be supporting Lancaster City Council in the delivery of a major roofing refurbishment programme spanning several prominent buildings across the district, including Salt Ayre Leisure Centre, Lancaster Bus Station, and the White Lund Depot. Acting as Architect, Contract Administrator and Principal Designer, HPA has helped develop and coordinate a programme of repairs designed to protect these important public assets for years to come.
A Strategic Approach to Asset Maintenance
The project forms part of Lancaster City Council’s planned preventative maintenance programme and focuses on addressing deterioration to existing roofing systems before more extensive issues develop. Survey work identified a range of maintenance requirements including roof coating failures, cut-edge corrosion, deteriorating gutters, weathered soffits and fascias, and associated repair works to supporting structures.
By taking a proactive approach, the Council is safeguarding key operational buildings while minimising disruption to the services they provide.
Delivering Works on Live Public Sites
One of the most challenging aspects of the scheme has been delivering improvements while ensuring each facility remains operational.
At Salt Ayre Leisure Centre, works have been carefully designed around ongoing public use, maintaining access routes, emergency vehicle access and essential building services throughout the construction period.
Similarly, works at Lancaster Bus Station have required detailed planning and close collaboration with operators to ensure public transport services can continue to function safely during refurbishment works. Access arrangements, temporary bay closures and scaffolding strategies have all been developed to minimise disruption while maintaining passenger safety.
Coordinating a Multi-Site Programme
The project demonstrates the value of effective coordination across multiple stakeholders, consultants and contractors. Working alongside Lancaster City Council, Donald Lomax & Partners, Thomas Consulting, specialist contractors and site operators, HPA has supported the development of technical specifications, contract documentation, health and safety information and construction phase coordination.
The result is a carefully phased programme of works that balances operational requirements, budget considerations and long-term building performance.

While often less visible than new-build developments, planned maintenance projects play a vital role in extending building life, improving resilience and reducing future expenditure.
